Russian initiative on international information security
On the Russian Federation initiative in fulfillment of the resolution ¹ 60/45 of the General Assembly the Group of
Governmental Experts on the issue of International Information Security (GGE IIS), which includes representatives of 15
states, was established in 2009.
In accordance with its mandate, the UN GGE IIS considered existing and potential threats in the sphere of
information security and conducted a study on relevant international concepts aimed at strengthening the security of
global information and telecommunications systems.
The Group has prepared the draft Resolution "Developments in the field of information and telecommunication in
the context of international security" which will be submitted for consideration to the General Assembly of the UN
in October, 2010.
For the first time under the auspices of the UN the Group of Governmental Experts managed to prepare and adopt the
draft policy caused by the global nature of the introduction and use of information and telecommunication
The report reflected the key provisions of the Russian position on the issue of International Information Security
and, in particular, the presence of a triad of threats of military-political, terrorist and criminal nature as well as
the need to improve the existing international law in relation to the global information space and strengthening the
international cooperation in capacity of the International Information Security.
